A lot has changed since I served in the 82nd. But this sounds way too much like the crap that went on in 1990 and 1991 with the reservists and a number of active duty personnel whining about only joining for the education benefits and not to go to war.
I am sure that there is some truth to some of the statements but one thing seems clear - it sounds as though a number of soldiers are not being honest and forthright with themselves with what they have signed up for. If this had actually been a full scale mobilization and movement, dependent care plans would have been called into play just like with this incident. I do know one thing, the requirement to have a working (on paper at least) dependent care plan has been a known mandatory requirement for more than 44 years in the 82nd as a whole; and that it was a pre-deployment checklist item that when DRB/DRF inspections were done was a checked item that was reviewed and checked by the JAG rep during the inspections. With that in mind, even if they had not deployed to JRTC and had been hospitalized (for whatever reason) what would have happened with their dependent care plan? Something to think about.
Another thing to think about - What about the FRG's and their role in this mess?

Another thought - They knew well in advance that they were going to go to JRTC, why did they not get their personal affairs squared away beforehand?
That tells me a lot about their attitude in being a member of the 82nd and the Army as a whole; they only appear to want the benefits without the dedication of being in that type of unit.

People will pay money to sit on a plane to go home on leave and not give 2 shits about social distancing, but put them on a bus to JRTC and you'd think COVID was the Black Death. Pretty embarrassing.
