SSG Robert Mark Odom this is a bold example of one reason why the VA compensation process has slown down even before COVID-19. There have been millions in fraud pay outs that surfaced a few years ago, before COVID-19.

How do you fake a purple heart? The VA demands a copy of a DD214 every time you file a claim.

Well, seems pretty clear that he ginned up a fake copy. I could make you a fake DD214 in photoshop in about ten seconds. What’s shameful (besides this guy) is that, apparently, the VA has no real way to ensure the claims are legit. What would be interesting to learn is how the VA got turned onto this being a fraudulent submission.
