I am going to make the VERY STRONG ASSUMPTION that he knew what the consequences would be. There were too many articles and cases where government employees were threatened are faced retaliation for him to not understand the reaction to his actions. He can sleep at night in regards to his conscience.

MAJ Ken Landgren I have to believe he knew it was a very real possibility. In his case I suspect he will end up making more money for the transition.
