Economics, the vessel was used as floating storage, a common practice. Placing tariffs on products from “terrorist” countries, no market, piece of crap vessel that is obsolete for ballast water .dry dock cost over a million, cheaper to dump it, any place , any time.
This happens here in the SF Bay estuary. Boats of all shapes and sizes are grounded and abandoned.

It will, India takes abandoned ships off their shores and cuts them up for scrap metal.
