Executive powers are very broad, so I can't say, if you were referring to POTUS. The language in Flynn's pardon is unknown to me. He's incurred large legal expense, as many may experience in the future. Trump led by tweet and fired on TV, so maybe a media venture will fulfill their expense requirements.

There is no legal basis for such an action. While it is true that the sitting president has declared martial law in the past, never has it been done to overturn an election. This is sedition, at the very least. He follows up his incorrect claims by saying that he "is not calling" for such action, but the result in Trump's bases will be the same. This man, and anyone else who agrees with him, needs to be arrested and charged with sedition.
