The Legislature of the Commonwealth of Pennsylvania does not have the authority to seat a panel of electors in opposition to the popular vote of it's citizens. The chief executive is clear, it is the Governor. They certified their election well before the Safe Harbor date. Congress has no choice but to accept the results. It is true, however, that an individual Member if Congress can object, but there would have to be one from each House. Not something that is likely to happen.
