It's not hard to understand. Film sets are little bubbles like it says. With strict procedure, testing etc. A restaurant has none of that. Maybe productions can pay restaurant owners to use their restaurant as a set? Idk.

I live in a small town in MT. We recently have had the Yellowstone crew move their operation into the area and start buying and renting property in the area. They also shoot street scenes and rent locations for scenes in their episodes. While I appreciate the income they have brought to the Valley, I am very afraid of the consequences. As property gets scarce, the value increases and the taxes will go up, and the political bent of Hollywood doesn't agree w/ the mostly Conservative tone of the local population. They think we have too many Liberals here already. The fear is (and Costner has said) that our sleepy little town will be turned into the next Aspen, CO.
