Polls undermine claim of Biden 'mandate'

We are in a divided country. The Biden mandate, such as it is, is to bring some level of normality to the office of the president. This basically equates to:

- Don't push the boundaries of executive authority
- Try to form a bi-partisan partnership with Republicans in Congress
- Restore norms around agencies like the DOJ being non-political

That is to say, don't try to make radical changes.
