Why does he fire people who already tell him they're resigning? He had already drafted a resignation letter - and he knew either way he was gone no matter who won. Like how he "fired" Mattis after he already had sent his resignation...

It's like that scene in Waiting when Justin Long's character quits and then the manager says "no you're fired."
