When the Michigan Supreme Court rescinded Democrat Gov Gretchen Whitmers emergency Executive powers, she then started working in conjunction with Michigan’s Senate and House on Covid decisions. Since the Legislature is comprised of representatives from each Michigan district, Michiganders have more say on how their state is run.
With the input of the Republican-led Legislature, state laws about Covid were altered or rescinded including one where the Governor had ordered transfers of patients with positive cases of COVID-19 into nursing homes, a potentially dangerous ruling for the elderly.

That is how it is supposed to work.
"Emergencies" where the executive has to take action without legislation do not last for months. Other than political cowardice, there was no reason in this day and age why formal legislation could have been passed back in April or May maybe.
