It's part of the original articles of the Constitution. The courts have ruled in the past the Constitution and Bill of Rights cannot be changed even by legislation.

Thank you PO3 Patricia Miner for alerting us to the idea that democrat candidate Joe Biden has surfaced recently. He mentioned previously gathering represnetives from across the political divides, legal scholars, etc. to discuss his ide and come back to him six-months later.

Good article. There is another I saw earlier written by Jonathan Turley. He is commenting on Biden's stupidity in even considering these ideas. I'll post that too.
IMO this is just another way to control the entire government. They don't want impartial Justices, they want Justices beholding to them.
