No. Absolutely not. I guess he is unaware it is established precedent that the articles of the Constitution and the Bill of Rights, the first 10 amendments, cannot be changed in any way including by legislation. You would think he'd know that after being deep in the swamp for 47 years.
Although the language is limited on what the Supreme Court should look like once again precedent comes in. Nowhere does the Constitution state you can "move justices to other courts."
Constitutional scholars today are so partisan this would be a disaster for this country. I keep asking why the left wants to toss out what is considered the best document ever written. It is envied by people all over the planet. It is our Constitution and the country it established that attracts immigrants.

It's part of the original articles of the Constitution. The courts have ruled in the past the Constitution and Bill of Rights cannot be changed even by legislation.

Thank you PO3 Patricia Miner for alerting us to the idea that democrat candidate Joe Biden has surfaced recently. He mentioned previously gathering represnetives from across the political divides, legal scholars, etc. to discuss his ide and come back to him six-months later.

Good article. There is another I saw earlier written by Jonathan Turley. He is commenting on Biden's stupidity in even considering these ideas. I'll post that too.
IMO this is just another way to control the entire government. They don't want impartial Justices, they want Justices beholding to them.
