It is more than that my friend. It makes any gun that is shorter than 16" in barrel length but not classified as a rifle but on the same platform would be considered illegal, even though this has been the law for almost a century.

SGT Bradley Dixon - Your right a rifle/shotgun barrel length can't be less then 18 inches with an overall length of 26 inches. anything less then that is illegal. Although there are some pistols that can shoot shotgun shells as well as regular ammo.

TSgt George Rodriguez incorrect, you can have a rifle under 16” but it must registered under the ATF as an SBR or short barreled rifle. However if I were to purchase an AR without a stock and it has a barrel length of less than 16” it is considered a pistol and therefore non-NFA item.
