That article was all fluff and no substance. Preparing for the next war entails using Revolution In Military Affairs (RMA). RMAs for WWII were air craft carriers, tanks, amphibious landings. However, sound doctrine must support the effectiveness of RMAs. Case in point was our Sherman tanks. The overarching doctrine for them was to support the infantry, not to fight other tanks. This contributed to tanks that had less armor and smaller cannons than German tanks.

I think the current RMAs are smart cluster bombs that are self guided to targets, drones, and the Phalanx system. Laser weapons might become an RMA to include the Israeli Trophy system that is mounted on armored vehicles to defeat projectiles and ATGMs. Many militaries are working on hypersonic missiles which will increase lethality and pose challenges defending against them.
