the definition of Terrorism is violence upon unsuspecting civilians in order to force political change, or a political agenda. I think racial violence, needs it's own clearly defined standards to be met beyond a simple altercation between people of different races. One would have to prove that race was a motivator to the crime, and racial slurs uttered in the heat of the moment should not count ( i have seen many fights where the two combatants said racial slurs to each other while fighting) and not determined by skin color alone. It needs to be equally enforced, not politicized.
