They're in the perfect place for quarantine.

Yep. Test when they get there. Isolate those who are positive. Limit range of movement for others who are not positive for 14 days. Then go train.

I agree with David; these recruits are in the best place for quarantine and medical treatment. This is their first baptism and it's by fire. Can they bare the pain?
