Assuming there is nothing majorly provoking that happened before this, that right there is the problem with carry. Some people can't handle it and will ruin it for everyone by pulling their weapon when they shouldn't.

No I wouldn't consider anything that happened beforehand justification for brandishing a firearm. The prosecutor should be pressured to bring charges on this woman.
