the only way he would receive less is if he had been convicted at court martial or he resigned for the good of the service rather than face trial or dismissed from service ---an officer's equivalent to a dishonorable discharge... His service is still considered honorable. There are certain provisions under which a service secretary makes a decision as to rank at retirement which usually deals with the length of time a rank is held before retirement. This is classically applied when a flag officer is forced out...highest rank honorably held.
