Trump is in a catch 22 situation. If he focuses on the economy the pandemic will spike considerably. If he focuses on the pandemic the economy will crash even further. He is not bright enough to understand opening up the economy entails methodical measures like robust testing and tracing. He is setting up his own ambush. As the death tolls increase, it will reflect badly upon Trump. The narrative will be Trump sacrifices the country for his reelection.

Another thought is he is trying to save his real estate empire.
