I am trying to understand the dynamics. Pence was assigned as the Task Force commander, but DHS is supposed to provide the unified federal leadership. Did DHS wash its hands of that responsibility? If the answer is yes, did DHS shelf it's disaster preparedness and mitigation plans, and the organizational approach more ad hoc?
