I don't know about the law in Idaho, but in Texas the solution is simple. You arrest him and all of his buddies for Retaliation, and send them to jail, and then send them to prison for 2-10 years. That also has the benefit of prohibiting their possession of firearms at anytime in the future.

He and others are using this tragic situation to get their faces back in the media, spouting their hatred.
I wonder if he returned his stimulus check?
