Review the graph and the data seems okay BUT its not raw data but based on assumptions other groups have put forward.
For instance; Why is New York charted at May 25-May 31 but has the highest rate of cases (59%) with an earlier than than Kentucky's listed as June 8th or later?
Smacks of playing to the Governors which want to lift the restrictions on their own time-table rather than effective protocols. Bear in mind the Governors may not have a part in this.
My opinion someone has an agenda and may be trying to influence the unwary...
