Too many so-called Patriots being wannabe soldiers at reopen rallies instead of going to the Army Recruiting Office.

This is going to correct itself quickly. The economy is going to take a major hit from the COVID shutdowns that won't be recover from for years making the military a more attractive option.

Prior to COVID the Army already set a plan in motion to take some of the money that would go to those bonuses and put that money into a new marketing campaign with the goal of improving the public perception of the military as a profession (or at least that's my understanding). If the economy recovers this problem will reappear, as it does with every origination. The Army isn't and shouldn't be immune from the need to be an attractive employment option.

Great in theory, but you are forgetting logistics. Military training schools have had to alter its operations in order to maintain social distancing. Recruiting offices are going to telework now due to Coronavirus. Although new trainees still go through, replacement numbers are lower due to inability to process as quickly

I predict we meet our mission in FY21 and stop accepting waivers. That's how big of a hit the economy will take.

I joined out of a deep personal desire to do so and to this day, I say it was the best thing I did as a young man uncertain what I wanted to do for the rest of my life. I think a required two-year term of service should be made mandatory for everyone without exception no deferment for anyone, why you ask? it would instill qualities in many that they currently lack and would provide our nation with a group of individuals who are more mature and developed as people for future education and employment along with a population who is aware of what it takes to protect its self. overall it's better for the nation in every area an educated disciplined workforce, determined and prepared for college or trade school and students able to pay for the education they want, as for our military they would gain soldiers who would remain in service from groups of people that normally wouldn't consider the armed forces as a career choice. when I joined it seemed that everyone there had someone who had served in their family and very few who didn't. Now that the sting of 911 has faded I suspect that we are back to Military family members and patriotic Americans as well as those who see the services as their way out of the situation they are in. But hay that's just my two-cents what the hell do I know.
