In his conclusion, Capt Crozier actually wrote, “We are not at war. Sailors do not need to die”. This came after a 4 page memo that was essentially a warning based on rational, well thought out reasoning and evidence from what’s happening with covid-19 outbreaks.

The statement wasn’t an implication of what is happening. It was an assessment of what was likely to happen if more drastic measures weren’t taken.
