I'd say if these motherfuckers actually try to do this, you charge them with the whole bevy of charges available to use. Then you throw them in the most "diverse" person you can find, and just let nature take it's course.

Not sure the source document was actually released for public use. The author actually wrote a couple of books, one about DARPA that was pretty good.
