His narcissism prevents him from accepting responsibility for his actions/inactions, or the actions/inactions of members of his Administration, unless it is something he believes is positive. If it is negative, the responsibility belongs to Obama, CNN, the Fed Chair, or anyone, but him.

Obama declared a public health emergency in April 2009, with only 20 confirmed cases (not over a million) of H1N1 reported in the United States. It was declared a pandemic in June 2009. That's being proactive.
