I would like to make two points:
- Some organizations will look at probability to describe risk. The faulty logic of this is what if the improbable occurs and it is catastrophic? Hurricane Katrina will illustrate this.
- It appears that Trump's mantra for hiring loyal people has backfired. Homeland Security is supposed to be the focal point of disaster preparedness and mitigation. The current Homeland Security Director was politically appointed with absolutely no understanding or experience. I think the situation devolved into the blind leading the blind.

Nothing I wrote above is true, it was sarcasm. Governors and local officials have been more open and proactive than POTUS. Trump botched the address, and his Administration lacks the integrity to admit the most simple error.
