China is trying to set up a mercantilist situation in Africa, where they do beneficial things like road building and use those roads to extract resources on the cheap. This of course enriches the leaders of those countries, but mortgages their futures.
The much mentioned Chinese Naval Base in Djibouti is a joke. It is poorly situated, barely a couple acres in size, and has a single quay. It is not that big of a deal.

Exactly right. This was perfected by Soviet Russia and helped turn Afghanistan into a failed state originally. Loan lots of money for weapons and dubious development projects and get the country into heavy debt. Then start making political demands in exchange for accomodations on their debt service or repayment. Other African countries are starting to catch on though and deal with China more cautiously. Russia is still doing this crap in the post Soviet era now that Russia is run by the Russian mob.

The Chinese are pretty much going all out to get strong links all over Africa. Don't know as there is really very much we can do. Anytime we try to take any firm or direct action we will be accused of colonialism, so it may be a Chinese future, down there.

It's already causing backlash against the Chinese via other African countries once they saw the long standing Communist aid approach perfected by the Soviets used by the Chinese. That is to get the country so overloaded with loans and debt that it is essentially a fifth column client state for the Communist regime. So a lot of African countries watched it happen to their neighbors and now are very cautious with dealing with China.

Europeans have colonized Africa , so whats the issue with China doing the same. Reminds me of when our government forbids sovereign countries from having nukes yet we possess them lol
