Notable Travel Policy Changes
Please be aware that two notable travel policy changes, the Military Advisory Panel (MAP), the Civilian Advisory Panel (CAP) 186-13, Incidental Expenses, effective 1 October15 and MAP/CAP 118-13, Flat Rate Per Diem for Long Term TDY, effective 1 November 15, have officially been signed.
The following links provide the actual policy change as it will appear in the regulations.

These changes will require travelers to adjust, but they will not burden or disadvantage them. Data analysis demonstrates that that the incidental portion of per diem is sufficient to cover CONUS laundry expenses, baggage tips, and ATM fees and other expenses if incurred while on travel. Analysis also shows that the flat rate per diem adequately covers lodging, meals, and incidental expenses, more accurately reflecting actual costs incurred.
