I guess I would ask if the current method being employed is inadequate and requires government intervention. It has been my experience that government is pretty poor at providing timely and quality programs to those who really need it.

The va has been pretty hostile to providing these dogs and even if you get one at your own expense you'll likely see it barred from va facilities.

THIS IS THE FIRS I HAVE HEARD OF CONGRESS FUNDING A PROGRAM OF THIS TYPE, I SEE VETS AT THE VA ALL THE TIME WITH DOGS, BUT I FELT OR KNEW THEY WERE OBTAINING THEM THROUGH OTHER PROGRAMS …...I PLAN TO CHECK INTO THIS AS A OPTION FOR ME DEALING WITH MY OWN PTSD ISSUES AND CONCERNS WITH RESPECT TO MY TRATMENT FAILURES WITH VAMC MARTINSBURG , WV AS THEY APPLY TO PTSD TREATMENT AND SUPPORT FOR MY CONDITION.
