Late response to your post...While we have empty buildings, we cannot instantly convert them into housing for homeless. Property ownership laws, zoning regulations and other rules dictate building use and transfer.

Why Can't We Just Convert Vacant Buildings Into Housing for the Homeless?
America's got plenty of vacant properties and a serious homelessness problem. But of course, it's not that simple.

I have actually heard about this type of behavior in other cases, they get a warm bed and 3 meals a day.
