I don't envy generals who have to look at future weapons systems, doctrine, production, attrition, and enemy capability to include doctrine. The Germans used WWI to create new doctrine, equipment, vehicles, planes, and weapons systems for WWII. We have the invasion of Iraq, but it is not like fighting China or Russia.

Defense can't be an on-again, off-again priority. We either have it and maintain it, or we suffer the consequences. One of the biggest reasons I left Sandia in 1993 was because defense spending had been slashed, and with it, our program-load. Our facilities had been mothballed within five years, our staff either retired or reassigned, and they couldn't have restarted our facilities if they wanted to because the expertise to operate and maintain them was gone.
