The Password is only part of the solution. Any IT admin that builds a modern network should use dual if not triple factor authentication. For example
1 The Password Complexity
2 CAC Card
3 M.A.C. Address filtering on the network
Others:
Biometrics
Digital certificates
Use Dumb terminals with virtual PC's running on a server thus preventing access to the device's hard drive.
The most important thing of all is user training!!!

It's not only good for the Army, but it teaches us to use complex passwords on our personal accounts. I have taken the rules for Army accounts and applied them to many of my personal accounts, especially those that have to do with money, like banks, credit cards, etc.
