There should be some proficiency standards, but why not allow personnel with a state CCW to carry?

Yes there should be proficiency on them, the problem is when one soldier screws up, and they will, it will reflect on all soldiers.

We train 18 year olds in basic to fire rifles. Why should they not be allowed to carry?

We don't, really. I suppose many military personnel perceive their elementary introduction to small arms use as being "trained" because they don't know better.

Regardless, carry in the article's context also demands learning use of force and legal concerns not routinely taught to most military personnel.

VA should also be on the list. No carry everywhere while on property.

I worked for the VA. When we had cops & even federal agents come into the facility they had to leave their guns with the VA police. Hell no for allowing vets & visitors to carry within the facility. Gun owners can still have their gun snatched from them by a crazy. I was at a flea market where a guy had an old six-shooter on his belt. A crazed anti-gun nut went after him to get his gun off of him. It was a very scary situation. The gun owner was fine. It's other folks who are the more serious danger.
