Lower volume toilets, typically 1.5 gallon versus 3, end up getting flushed more than once. Once you flush it twice, game over, you hit the three gallon standard. For those of us that prepare for disasters, you can use the water in your toilet upper tank as it is fresh water (as long as you don't put any chems in it to clean the toilet etc). 3 gallons of water vs 1.5. I will take it, in a pinch it is a good thing.
Typically you find these water savers and power savers are gimmicky and don't always deliver what they say they will. Let the consumers decide which toilet and light bulbs they want. It is pretty simple.

I'm certainly glad you explained because I didn't understand what the hell was going on. Isn't Healthcare more of a priority right now than toilet water conservation? How should prioritize this?

SSG Robert Mark Odom - He us undoing the busy body regulations put into place by previous administrations. All of these federal regulations cost consumers money and don't usually deliver what the government things they will. There are lots of things more important but as president you have to be able to carry more than one brick in the wheelbarrow at a time. This issue is important to consumers, construction companies, manufacturers and the like.
You might even wonder why the federal government is involved in toilet capacity and light bulb types. It is big brother over reach to the max.

I replaced my American Toilets in my house with the Japanese TOTO brand that is used by the Hyatt Hotel Chain. They only require one flush. Also if you think about it, American portion sizes are larger, people in the U.S. probably crap more volume than in other countries due to portion size and lack of exercise. Not sure how the Japanese got their toilet design right but I am impressed.
