The disparity in FEMA's hurricane aid between the Caribbean and mainland

OK, what is the size difference between Florida and Texas and Puerto Rico and the Virgin Islands? Just a quick look says Puerto Rico is about 3,500 sq miles and Florida is over 65,000 sq miles. Population of Puerto Rico is just a hair over 3 million, Florida is 21 million and Texas 28 million. Do you think that might be part of the reason?

Trump is not consistent in regards to large disasters. Sometimes he will attack the victims instead of championing them.
