Congress: Hey DoD and VA, here is a new law. You have over a year to figure out how to implement it.
DoD and VA: Sure, no problem. We'll take care of it for everyone it is easy to take care of it for, and completely fail to plan for the hard cases. Because planning is HARD. It's not like we have a Decision Making Process to help us figure this out. Besides... 95% compliance with this program is close enough, right? It is not like it's a LAW. Oh, it is? Oh well... we did our best. We'll figure out how to take care of the rest.... when we get around to it.

I haven't been even able to register for the online shopping privilege because of clerical screwups that haven't been addressed with my records.
From what I understand you not only have to have your VHIC card but also a "real id" otherwise you will be singled out for enhanced security screening at the base.
To me for all the hurdles I have to jump through if I want to use the online privilege I am not sure I want to go through all the crap for the in person privilege all to prop a commissary that can't compete with online retailers!
To explain my situation is that I changed my name and legal sex. The VA was no problem to get to recognize it. Now somehow DOD has two records one in the name and sex I formerly served under and one recognizing who I am now. One set of records is empty the other contains my service records. At the time I learned about it I didn't have the means to fix it.
I now have the means to fix it but not sure I want to muck into the mud.
