Cpl Jeff N. - You will likely see arrests, traffic stops, and all kinds of seizures go way up in that area over the next few months. Tax payers will brunt some of the burden but part of it will come from them doing their jobs.

What does "tone down your gayness" mean? What if someone were told to "tone down their straightness"? Does that mean they are hitting on people, being too sexual at work, perhaps inappropriately so? As usual the story is poorly written and excludes perhaps missing context.
How much do they pay their LT's? 19 million seems like a lot more than the difference between an LT's pay and a regular officer. Considering the average cop will likely make less than $2,000,000 in a 25 year career (85k/year) that is a big payout.

His was passed over for promotion due to not toning down the "gayness" so that didn't help.
