I think this is inaccurate.
Trump actually has a pretty conventional model of diplomacy. It is just different from recent administrations.
Trump has been emphasizing economic factors and leverage in pretty much every diplomatic exchange. Trade deals, tariffs, how much NATO pays for defense, how the DPRK can develop if they stop building nukes and join the world community... all of them have the common denominator of economic considerations. This is conventional thinking' the "E" in DICE for international influence.
Trump just emphasizes it to a fault, and deemphasizes the diplomatic, information (at least internationally, not domestically), and military means of leveraging support and agreements.
I'm quite sure that diplomats that grew up doing things one way and having it go another now are disoriented by it, but they are smart people. They will adapt.
