Hong Kong seems to have two faces according to which ever way the wind blows. One side is soft, demure and cooperative, the other side is a subtle monster hiding behind tariffs, local law and international law. They can seem in one instant to be cooperative, complacent and in the next they are using the baton and tanks to defy protesters.
