So if Russia continuously intercepts patrol aircraft in the Baltic Sea and near Kaliningrad, it is not a violation of this treaty, but if Trump withdraws from the treaty, it is a gift for Putin.
C'mon, man.
Not only do we have aircraft and drones that these countries can not see, but satellites that work just fine confirming arms-control agreements - which is the chief reason this treaty existed in the first place.
Having said that, the most likely scenario is that this is a card being played to bring one or more of the signatory nations (almost certainly Russia) to the table to discuss issues of mutual interest. This is a classic Trump maneuver.
