As a prior Boatswain's Mate, and a DCA and CHENG on this class of ship, I will tell you that the BMC will never not feel the blame for this. He will go to his grave with the weight of this. That being said, I don't think he is responsible, as in the condition they were in at the time in congested waters, the helm should not have been in program control, it should have been in manual control. That decision does not lie with the BMC, rather with the Senior Watch Officer, the Commanding Officer, the Executive Officer and the Officer of the Deck.
