hmmm if only there was a military definition for an obstacle and the purpose it serves, oh wait.

ADP 3-90, 4-65
"Obstacles can provide additional protection from enemy attacks by forcing an enemy force to spend time and resources to breach or bypass them. Effective obstacles block, turn, fix, or disrupt, forcing an enemy to attempt to breach or bypass them. A commander integrates reinforcing obstacles with existing obstacles to halt or slow enemy movement, canalize enemy movement into engagement areas, and protect friendly positions and maneuver."

So is it serving it's purpose? I'd say it is, also, I'll pass on the hillbilly ladder.

MAJ James Woods - If only we had this job wear people would Patrol the Border or something. Call me crazy, we could make an occupation out of it.

SSG (Join to see) Yeah they make a great reactionary force. Note they didn’t catch the individuals that used the rope ladder; at least not according to this article. Guess we need more men.

MAJ James Woods - because noticing trends and adapting to new TTPs would be a silly thought as well. The wall is doing what it's designed to do, now it's on the boarder patrol to adapt and change to the behavior of those trying to bypass it.

SSG (Join to see) Clearly the people using homemade devices to breach our defenses are doing a great job at adapting to our TTPs. Hahaha! Don’t know how many times I have to say this; I rather see majority of funding to improve manning and equip them to effectively respond to incursions effectively as opposed to building overpriced fencing and walls. But whatever.

It is alleged Spartacus breached an impossible obstacle created by the Roman Legions.

The new wall is 30 feet tall so a 16 foot rope ladder by itself isn't going to help. It does show though why the old wall was inadequate. Further the purpose of the new wall was to slow the people down so that the border patrolman could be spaced farther apart and could respond before they got over the fence in the very rare circumstance they would be able too. In order for a 30 foot rope ladder to work your going to have to straddle the fence at the top raise the ladder from one side and lower it to the other (or carry up another 30 foot rope ladder to lower down on the other side)........one person might be able to do that, though I would submit straddling that new fence at the top is going to be very painful and very hard to maintain balance as there isn't any ledge on top. Have my doubts without explosives they can throw the initial rope ladder over the top to catch on anything though.
