White House releases $250 million in Ukraine military aid

The White House has relinquished its hold on $250 million in military aid to Ukraine after weeks of bipartisan pressure from lawmakers who said the funding was needed to deter Russia.
Republicans and Democratic members of the Senate Appropriations Committee said Thursday the administration had relented late Wednesday. The news emerged in a Senate Appropriations Committee hearing on fiscal 2020 defense spending.
President Donald Trump’s initial hold angered some lawmakers who are typically his allies, including South Carolina Republican Sen. Lindsey Graham, who chairs the Senate subcommittee that covers State Department spending.
“I will be the strongest voice here if they don’t timely release the [2020 military aid],” Graham said.

This is really much ado about nothing.
The Ukrainians elected a new President a few months back, and there was some question whether his administration would prosecute the war against Russia or not. Meanwhile, allocated funds were still being spent on missions (I know this firsthand) and other things while officials did their job. Near as I can tell, the suspension of spending had more to do with end of FY accounting gymnastics than anything else. That of course gets turned into an anti-Trump narrative by certain quarters of the media.
I see that the suspension and the bulk of the story had to do with FY 20 funds, which the article says have already been allocated. That would make it a "special funding" account, one that is not within the DoD or DoS budgets, as most of this kind of funding is. That also explains why the White House had a say in suspending those funds for a week or so while it was under review.
