This isn't going to be fixed any time soon. There's not really an incentive for pilots to stay in the Army. Now that you throw the ACFT into the mix, it will get even more ugly. The Army as a whole still needs to figure out how to manage their talent - they do a very poor job at it.

I remember when branch managers would tell guys, “If you don’t like it then get out!”. That type of attitude along with terrible command climate has turned a lot of people off. The airline industry shortage happened at just the right time as people are really tired of the Army BS. The majority of those staying in are too far long to just get out and are staying in until retirement.
Also, Army Pilots are the only service to not get the 25,000 yearly bonus.

They are now. If they are tracked. Now all the good RLOs will leave because they are getting hosed.
