Evidence of "someone" in a boat removing what may be a mine from a ship. Could be Iranian or not. Occasionally in history war needed a little push. Bay of Tonkin, WMD in Iraq etc. Remember the Maine! https://en.wikipedia.org/wiki/USS_Maine_(ACR-1)
