"But business owners know better what’s good for business." Owners know what's best for themselves. Paying workers the least amount with the least amount of benefits paid is good business for them

MSgt David Hoffman - Do you live in a right to work state? Everyone gets paid less than what they're worth. That's why we made high end medical products from Northern companies for a little more than minimum wage. Smart owners go elsewhere for cheap labor without paying benefits. Try finding American made products in a Wal-Mart.

MSgt David Hoffman - I am w/ Msgt here David, especially in today's market - a smart business person pays their employees both based on the market for those skills, and to keep good workers who have plenty of choices today. That's not saying there are not any stupid business people out there.

Is this really a problem?
I mean that people have been figuring this out for decades as women have been in the workforce for quite some time. You just have to plan for it - and it isn't like a childbirth sneaks up on you.
I think that if employers want to offer this benefit to their employees to entice qualified young women to work there, more power to them. But I think mandating risks depressing employment of those same women as businesses know they have a choice in who they hire.

I'll add that by the time the government gets around to it, the market will have already adjusted, as we are seeing already.
