If it is true that this company falsified quality testing reports in order to cut costs, they should not only pay restitution for the $700 million in lost spacecraft, but hefty fines to boot.
There is no excuse for this, at all.
Having said that, I am surprised that NASA's own robust QC process did not catch defects either. Not just once but twice. Some soul-searching there is in order as well.
