The key takeaway is that there is a preface here that Mueller put in his report to limit his scope/ability based upon the Constitution and separation of powers. No news organization has mentioned that. Essentially, he is stating that the office of the special counsel that was created/refined due to fallouts from Watergate and Monica now have reached new territory that was never explored before.
