I'm not a chemist, not a doctor, but I suspect that this is something anti-drug crusaders are pushing for reasons that have nothing whatsoever to do with combating terrorism. Instead, I suspect motivations like justifying federal money being given to various jurisdictions under the guise of "anti-terrorism/counter-terrorism" programs. If I'm wrong, the reason I'm inclined to suspect this is an inappropriate effort is the long history of government abuses and excesses in the war on drugs.
